FURS: Mandatory Submission of VAT and Input Tax Records from July 1, 2025

Slovenia’s Financial Administration (FURS) has announced that, as of 1 July 2025, all VAT-registered businesses will be required to electronically submit records of charged and input VAT through the eDavki system. This reform replaces manual Excel-based submissions with an integrated electronic structure.

FURS has already published technical specifications and released a CSV converter tool, allowing taxpayers to transform Excel data into the required electronic format. The goal is to increase transparency, minimize reporting errors, and improve audit efficiency through digital automation.

For accounting firms — especially those in Ljubljana — this marks a key shift in VAT compliance processes. Accounting systems must be upgraded, internal data checks implemented, and submission protocols updated.

🔍 Key Highlights:

  • New obligation effective 1 July 2025 for all VAT-registered entities.

  • Submissions only via the eDavki electronic portal.

  • FURS provides a validated Excel-to-CSV converter to standardize formats and reduce human error.

  • Accounting software must support the correct file structure and field mapping.

  • Early preparation prevents penalties and reporting delays.

K2A Recommendation:
At K2A Accounting Ljubljana, we recommend that businesses:

  • Review whether their accounting software supports CSV export in line with FURS specifications.

  • Ensure VAT ledgers are fully structured and validated.

  • Conduct a test submission before Q2 2025 to avoid last-minute problems.

Proactive action ensures compliance, efficiency, and a smooth transition once the new reporting regime takes effect.
