The planned change did not take effect on 24 September
On 24 September 2026, the Slovenian SPOT portal published an important update concerning the issuance of A1 certificates for third-country nationals.
The introduction of an additional check, originally scheduled for 24 September 2026, has been temporarily postponed.
For companies posting employees or providing cross-border services in other EU Member States, the key point is that the existing procedure for processing A1 applications remains unchanged until further notice.
What was originally planned?
SPOT had previously announced an additional check concerning A1 certificates issued to third-country nationals.
Under the planned procedure, an A1 certificate would only be issued if the third-country national held a valid residence and work permit, or another appropriate permit, covering the entire period of cross-border service provision.
The planned change is related to the provisions of Slovenia’s Cross-Border Provision of Services Act (ZČmIS-1).
What applies now?
The key information for employers is straightforward:
the additional check did not start on 24 September 2026.
SPOT states that users will be informed in due time about the new implementation date. Until then, the existing processing of applications remains unchanged.
Why is an A1 certificate important?
An A1 certificate is an important document in cross-border situations because it confirms which country’s social security legislation applies to a posted employee or self-employed person.
When third-country nationals are posted abroad, employers must also consider the worker’s immigration status and the validity of the relevant permits.
Companies that regularly post workers to other EU countries should therefore closely monitor changes to these procedures.
Businesses should still prepare
The postponement does not mean that the announced change has been cancelled.
SPOT describes it as a temporary postponement, meaning companies employing third-country nationals should continue to monitor further announcements.
